Our consultation / training services offer an eclectic team of experts with diverse professional and academic backgrounds.  We provide quality training for criminal justice professionals.  

Jim Tanner, Ph.D., Vice President of Research & Planning

Jim has been a community corrections professional since 1970.  He holds a Ph.D. in Sociology from the University of Illinois.  He has worked with both adult and juvenile offenders in a wide variety of capacities, served on the faculty of three universities, and has provided training for corrections professionals since 1980. He is the author of the cognitive restructuring program (Quick Skills), which is in use by CMI, and the SSOTR sex offender management tool. His work has been nationally recognized.

Shannon Carst, Vice President of Operations

Since 1994, Ms. Carst has worked in the criminal justice system to include every major aspect of Community Corrections and treatment programming.  Ms. Carst has a Bachelor’s degree in Criminal Justice, Master’s degree in Business and is certified by the State of Colorado as an Addictions Counselor.   Ms. Carst has direct experience in training in security, case management, legislation, substance abuse treatment, relapse prevention, therapeutic communities, evidence-based principles and policy. 

Chrystal Owin, Director, Training & Research

Chrystal began her correctional career in 1994 and has worked with both juveniles and adults in pre-trial and residential environments.  She has held several positions in community corrections and related organizations, including Program Director.  She is certified as a state trainer in the Standardized Offender Assessments and is a CPR/First Aid authorized provider.  She holds a Bachelor's degree in Social Work from Colorado State University.

Brian T. Wood, Senior Resource Specialist

Brian has been with CMI since 1998.  During that time, he has held the position of Director of Human Resources and his present position of Sr. Resource Specialist.  He has 29 years experience in the management of Operations and Human Services and 12 years experience in benefits administration and payroll.  He is also a long standing member of the ICCA.      

Kate Coates, Senior Resource Specialist

Kate has been with CMI since 2004 and has held several positions within the company, including Residential and Non-residential Program Coordinator.  She is certified as a trainer in CPR/First Aid.  She holds a Bachelor's degree in Sociology with an emphasis in Criminal Justice from Colorado State University.

Anne Hauswald, Resource Specialist

Ms. Hauswald has worked since 1973 in law enforcement as a Records Supervisor, Dispatcher and Secretary to the Chief of Police at the Boulder Police Department and as a Deputy Sheriff in the Jail Division at the Boulder County Sheriff’s Department.  She left the Sheriff’s Department in 1990 as the Work Release supervisor to come to work for CMI as the Director of Non-Residential Services and has since been a Residential Program Director, Placement Director, Sr. Executive Director of Operations and other positions as needed.  She was instrumental in the development of CMI’s Family Orientation sessions.
